Idea: integrate with brigade GitHub org to automate setting up repositories for projects

Such a feature would be in position to help propagate best practices:

• initialize readme, license, community health files
• set up a basic master/develop branching scheme with branch protecting/review configured
• initialize code-for-america and code-for-philly GitHub tags
• set up issue templates and labels
• optionally, initialize an application template for a selected tech stack that's ready to dev locally and deploy to civic cloud
