Angular: publish stable package and deprecate experimental package

After the stable package is published the experimental package should be deprecated.

This includes @tanstack/angular-query-experimental and @tanstack/angular-query-devtools-experimental

@TkDodo Is there a way to move this forward and get the angular package out of experimental? It has been over two years since the experimental package was first published. There a lots of valuable PRs, notably #10470, open that would help us move forward, but they are not receiving any review, as the only maintainer @arnoud-dv hasn't been active for quite a while.
