`terraform-docs` is currently installable as a boolean, preventing users from pinning to specific versions. Recent changes to terraform-docs (v0.22.0) changed the way tables were generated, adding spaces to the delimiters between headers and bodies. The ability to pin terraform-docs versions would stop these changes from suddenly happening between devcontainer builds.
