Document VPA Helm chart on Kubernetes website

As discussed at the KubeCon Maintainers Summit 2026, now that a Helm chart for the VPA is available, it should be documented on the official Kubernetes website so users can easily deploy VPA using Helm.

To address this, we should create a pull request to https://github.com/kubernetes/website that adds proper documentation for deploying VPA via the Helm chart.
