[FEATURE]: Upgrade Kaleido to v1 for image generation

Description

Images generated for CI testing use Kaleido v0.2.1. We should upgrade to v1 to take advantage of the better performance.

Why should this feature be added?

Kaleido v0.2.1 is out of date and uses C++, making it hard to debug. The newer version uses Python and runs faster.

Notes

• I did some work to add this in ci: Migrate from CircleCI to GitHub Actions (old version) #7738, but ultimately skipped it since it was out of scope
• It's likely that most of the image baselines will need to be updated with this change
• Updating this will hopefully unblock feat: Switch color processing library #7536 (which is failing during image generation)
