pyperformance bench configuration file should support tail-call interpreter option

All the major compilers will soon support the tail-calling interpreter. As such, we should add this flag in https://github.com/python/pyperformance/blob/main/doc/benchmark.conf.sample

We also need to update the code to pass the correct flags to the configure/build.bat script.
