docs: add enterprise license upload documentation

Changes

Adds documentation for uploading enterprise licence files in self-hosted deployments.

• New page at Core Configuration > Enterprise Licence covering dashboard upload steps, API upload via curl, prerequisites, and troubleshooting with actual error messages from the backend
• Adds cross-reference from the Enterprise Edition page to the new licence page

• Ran docusaurus build — no broken links or compilation errors
  • Verified the built HTML contains all expected sections (title, prerequisites, dashboard steps, API example, troubleshooting table)
  • Verified the Enterprise Edition page includes the new Licensing section with working link
