Overview
Renames the owning group for ramps-controller from Ramp Team to Money Movement Team.

Updates .github/CODEOWNERS and teams.json so reviews and automated workflows route ramps-controller (including its package.json/CHANGELOG.md) to @MetaMask/money-movement / team-money-movement instead of the previous ramp ownership.
