Remove Pipelines as Code configuration for cli-v06

Pipelines as Code configuration removal for the v0.6 branch retirement.

Deletes .tekton/cli-v06-pull-request.yaml and .tekton/cli-v06-push.yaml
so Konflux no longer triggers builds on this branch.

Lgtm, but FYI I think Konflux would generate a version of this PR if you delete the component in the Konflux UI. See https://github.com/conforma/cli/pulls?q=is%3Apr+is%3Amerged+purge .

Is the failure due to TUF cert expiry? I guess we could force-merge this if it seems too annoying to get it green again.
