Formats tracked Jupyter notebooks with tensorflow_docs.tools.nbfmt (--indent=1).

Merge before #1299. Related: #1274.

Apply nbfmt (--indent=1) to all tracked Jupyter notebooks so they
conform to the TensorFlow docs notebook style. Intended to merge
before quantumlib#1299 (notebook format check) for git-blame-ignore-revs.

Code Review

This pull request standardizes and cleans up metadata across various Jupyter Notebook tutorials and guides. Key changes include adding cell IDs, configuring Google Colab metadata, standardizing the kernelspecs to Python 3, removing redundant language_info metadata, and resetting the nbformat_minor version to 0. No review comments were provided, and I have no additional feedback.
