feat: Implement annotation restarter.stackable.tech/ignore

Description

Support the restarter.stackable.tech/ignore annotation on ConfigMaps and Secrets to exclude them from the restarter controller.

Rust edition updated to version 2024 to be able to use if-let-chains.
